Delegate Capito moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Senate Bill No. 263 -- “A Bill to amend and reenact §47-20-2 of the Code of West Virginia, 1931, as amended; to amend and reenact §47-20-15 of said Code; to amend and reenact §47-21-2; and, to amend reenact §47-21-15 of said Code; all relating to authorizing charitable and public service organizations to raise funds by conducting charitable raffles and bingo virtually over the Internet; setting the limit that authorized charitable and public service organizations raising funds by conducting charitable raffles and bingo may use for payment of operating expenses at forty percent; and defining terms.”
